Junior Engineer Diploma holder in Civil Engineer from a recognised Institution OR  Trained Section Assistant having 12 (twelve) years of continuous service in the capacity OR  Grade-II Overseer/Surveyors with 10 (ten) years continuous service in that capacity.  Assistant Engineer B.E (civil) from a recognised University or equivalent.
